Overview

1.1 Purpose

1.1.1 This section of the Guide sets out the conditions under which RSLs are required to administer the Key Worker Living (KWL) schemes and is the basis on which the Homes and Communities Agency will assess applications for SHG.

1.1.2  The specific requirements in respect of the schemes funded as part of the KWL programme are identified below.

1.2 Context

1.2.1 The Key Worker Living programme is aimed at helping key workers in the London, South East & East of England areas.  For details on the programme and how it differs from other key worker schemes. Follow the asterisk for further details. asterisk  

 

1.2.2 The HomeBuy Agents will deliver much of the programme working with and through RSLs and other developers in the locality.  

1.3 Main Features of the KWL Initiative

1.3.1 The KWL programme is designed to assist access to affordable housing for either rent or purchase by frontline key workers, particularly in the health, education and community safety sectors whose services are essential to local communities and who need to live within a reasonable ‘travelling to work’ distance of those communities.

1.3.2 The initiative is targeted at those areas where there are clear recruitment and or retention difficulties, linked to the cost of housing. It is only operated in 3 Homes and Communities Agency Regions:

  1.  London
  2.  South East
  3.  East


1.3.3 The KWL programme funds the following types of schemes :

  •  Open Market HomeBuy
  •  New Build HomeBuy (04/06 funded only)
  •  Intermediate Rent (04/06 funded only)
