  • Mortgage Rescue and HomeBuy Direct

Following the introduction of these products, changes have been made to the Milestones entry (5.1-5.2), RCGF - Calculation of Net Sales Receipt (3.8-3.9) and Finance – Grant Claims and Payments (3.9-3.10)

  • Mortgage Rescue – Providers, Property Caps and Negative Equity

The list of Mortgage Rescue providers has been updated – please see the guidance boxes at GMtR 1.2.2 and SE 1.2.2

The Regional Property Caps have been amended – please see the guidance boxes at GMtR 4.1.3 and SE 4.2.2

Mortgage Rescue is now available for households in negative equity – please see GMtR 2.1.3, 2.3.2 and 2.3.3, 3.1.2-3, 6.2.2 and 6.3.4-7

  • Notional Interest on RCGF balances

A clarification of the rules around notional interest, with particular reference to Bank of England base rates, has been added to RCGF 5.5.3-4

  • OMHB and s106

An amendment has been made in respect of flexibility over the rules around Open Market HomeBuy eligibility for discounted properties provided through s106 agreements. Please see OMHB 3.2.6

  • Stamp Duty Holiday

Following the recent budget announcement, NBHB 5.3.19a has been amended to reflect the extended stamp duty holiday.

  • HomeBuy Direct

A new chapter has been uploaded to the Guide outlining the requirements for claiming grant in respect of HomeBuy Direct - HBD. A supplimentary documents page is also available through the Related links menu. Owing to a technical problem, some of the links in the chapter are not yet operational. This will be rectified in due course.

  • Rent to HomeBuy

The text at RtHB 1.2.3 (and the accompanying guidance box) has been updated to reflect the extension of the RtHB pilot for the financial year 2009-10.

  • Flexi Tenure and Mortgage Rescue for RTA properties.

New text has been added to RCGF 5.9.1 to reflect the fact that flexible tenure is currently a priority use of RCGF.

New requirements and guidance have been added to GMtR 4.1.2 in respect of mortgage rescue for properties purchased under Right to Buy and Right to Acquire

  • Funding Conditions

The Funding Conditions have been updated for 2009-10. These are now available to view.

  • Relaxation of requirements on spending recycled Key Worker Living/Starter Home Initiative grant

New requirements have been added to the Recovery Chapter (6.2.2a) with respect to spending moneys recycled from KWL/SHI schemes on schemes not specifically for key workers

  •  Clarification of permissions

Paragraph 6.3.6 of the Recovery chapter has been amended to clarify the position on the requirement for Agency approval to spend monies held in the RCGF

  •  Government Mortgage to Rent and the Decent Homes Standard

The Repair section of the GMtR chapter has been amended to include information on the flexibility offered by the Tenant Services Authority regarding properties that do not meet the Decent Homes Standard. Please see GMtR 5.1.3

  •  New Build HomeBuy resales valuations

Additional information has been added to the NBHB chapter of the Guide, in order to clarify the requirements surrounding the certification of valuations for the resale of New Build HomeBuy properties. Please see NBHB 7.9.

  • Mortgage Rescue Examples

The rescue and loan redemption examples in the Mortgage Rescue book of the Guide have been amended to ensure greater consistency. The new examples are available to view in the guidance boxes at GMtR 2.1.4, SE 2.1.5, and SE 7.1.4

  • Disposal Proceeds Fund (DPF) Chapter

In the light of the transfer of DPF responsibility to the Tenants Services Authority (TSA), the DPF chapter has now been relocated and can be viewed via the TSA website. Explanatory text has also been entered in place of the chapter heading.
